The US State Department has approved a potential deal for the Republic of Zambia to purchase Bell 412 Enhanced Performance Medium-Lift Transport Helicopters, valued at approximately $100 million. This acquisition is set to be financed through a mix of Foreign Military Financing (FMF) and Zambian funds.
The agreement will see Zambia will procure Bell 412 helicopters, equipped with the Bell BasiX Pro Integrated Avionic System, including advanced navigation features such as Garmin GTN-750 and H-TAWS.
The sale includes training for pilots and maintenance crews, Contractor Field Service Representatives support, and logistical components such as aviation and ground support equipment, tools, test equipment, and spare parts. Bell Textron, based in Fort Worth, Texas, will serve as the principal contractor for the transaction.
US foreign policy objectives
The acquisition aims to enhance Zambia’s capabilities in; peacekeeping operations, regional security initiatives, disaster response and humanitarian aid. The Bell 412EPX, which received EASA certification in December 2024, is designed for diverse weather conditions and demanding operational environments, making it well-suited for Zambia’s needs.
The deal aligns with US foreign policy objectives by supporting political stability and economic development in South Central Africa. It is also expected to maintain the regional military balance. The Defense Security Cooperation Agency (DSCA) has certified the sale to Congress.
While offsets are often part of such deals, their specifics will be finalized during negotiations between Zambia and Bell Textron. No additional US personnel are required in Zambia to implement the sale.
