The Government of Madagascar, with financial support from the African Development Fund (ADF), has initiated a call for expressions of interest for consulting services aimed at improving trade facilitation between the Port of Toliara in Madagascar and the Port of Beira in Mozambique. This effort is part of the second phase of the Project for the Development of Corridors and Trade Facilitation (PACFC II), which seeks to enhance regional logistics and connectivity.

Boosting trade efficiency

The project prioritizes non-physical infrastructure improvements, including digital advancements, regulatory alignment, and operational coordination. By optimizing port operations and reducing delays in cargo handling, the initiative aims to strengthen trade efficiency.

The study will focus on key areas such as: Evaluating the existing infrastructure and identifying challenges affecting trade performance, developing integrated digital systems for better cargo handling and logistics coordination, standardizing regulatory frameworks, including customs procedures, to streamline trade processes, enhancing transport networks within the Beira Corridor to improve access to African and Indian Ocean trade routes and conducting a cost-benefit analysis and creating a structured implementation roadmap.

The Road Agency of Madagascar, through the PACFC project implementation unit, has invited qualified consulting firms to submit proposals for this study. This initiative is expected to strengthen regional trade dynamics, positioning Madagascar and Mozambique as significant players in Africa’s logistics and transport sector.
